How to reduce skin/vain discolouring?

On my legs, my vains are very visable. they go like purple. Usually this happen to my friends, but only when they're cold. But my legs are like this permanently. I'm very very fair skinned and have tried tanning and fake tanning to reduce the fairness but the purple colour didnt go away. HELP! it's embarrasing to wear shortss.
