How do I add another partner to an LLC (limited liability company)?

I would like to add a partner to an existing LLC, giving the person equal rights & ownership privileges. The desired result is that they earn the same rights and privileges as though they had always been a partner in the LLC. What steps must be completed to accomplish this? Also, are there any rules/laws that I should be aware of that would prevent us from doing this?
